You mentioned that you are using the 7.x version of the Mid-Tier.  CSV
is just another format like Record, Column, etc. It now works in this
version.  Just build a report in the Mid-Tier and choose CSV as the
format.  Run it to test.

I suppose you can use an active link to open the report as well.
