There is a server-readme.txt in the patch that covers the steps to apply the patch. You can either overwrite the files or re-run the installer; both methods are supported; one requires the files, the other requires the installer. Do bear in mind that 7.0 patches are not applicable to 7.0.01 and vice versa. If you want to upgrade from 7.0 to 7.0.01, run the installer.
