QA tests the patches and then BMC uploads the patches to the FTP site once they are found to be of GA quality. The issue you're seeing on Patch 021 is because the upload is taking an inordinate amount of time (18-20 hours for the 2.5GB patch) coupled with the fact that Support Central was incorrectly updated to show the availability of the patch prior to the upload being completed. Folks internally are aware of this situation and are discussing how to make sure it does not happen in the future. Thanks, -David J.
