Yes.  The bug occurs when the TZ variable is set - which is what happens
when you set a timezone within the client application.  You can read

A: For customers who rely on the TZ environment variable for the DST
information, they will get outdated DST information for 2007 and beyond
(i.e., they will get DST information according to the previous system).
Microsoft is currently working on a fix for this issue and will post
information about its availability on the Visual Studio Support
<http://msdn2.microsoft.com/en-us/vstudio/aa718682.aspx>  page. In the
interim, developers are advised to test their applications to determine
the impact of the DST update on their applications. This issue is also
fixed in Visual Studio code name "Orcas".

Remedy's DST documentation mentions the following defect:

 

SW00256258

SW00256530

BMC Remedy User shows a one-hour difference in time for date

and time fields if the time zone locale is set through the AR System

User Preference form even if an operating-system-level DST patch

is installed on the system.

Workaround: Users should use BMC Remedy User without setting

the Time Zone in the AR System User Preference form

 

 

My question is: what about clients that DO NOT specify a preference
server, and manage preferences locally - will the above bug affect them?

Has anyone been able to test this?  Has anyone gotten a straight answer
from BMC?  I'd hate to have to visit every desktop just to clear their
time zone preference!
