I figured it out!  Thanks so much.  I don't know if I would have ever
figured this out myself.  I'm on Mid Tier 7.0.1 Patch 001.

It is on the mid-tier server.  For us, we are running tomcat, so under
the webapps folder for our mid-tier, in \resources\standard
\javascript\timezone.  Hope this helps,
