It is not one message it is one for each group member. You could capture the first message and the email however what do you do if this person is in multiple groups. You will have to turn off the existing notification emails and write new workflow to populate a new field that will have the email for all the people in the group. I'm thinking of putting workflow on the AR System Email Messages form that catches just these emails. It will then look at the To: line, lookup that permission group, use a guide to set a tmp field on the ARSEM form to each of the users, delimited by semicolons (I think), and then send the message. This either will or it won't work, one of the two :) I'm not sure if you can actually change the values in the To: field.
