Andy, I don't believe you can fire filters on the password field directly. I believe it is designed yo work that way to prevent trapping and collecting passwords.
We accomplish changing passwords by using a button on the form that brings up a dialog form. Here you can prevent blank passwords if you require. This also allows is to capture who changed the password and when pacing the way to enforce password aging.
