Yes, it would work if a) there is a corresponding trigger event and b)
the trigger event happens exactly at the time specified.

I would think either Active link or filter would work with this
qualification

($TIME$ < "6:00 AM" OR $TIME$ > "6:00 PM")

Basically I have hidden check box that needs to be set as checked if the
arrival time is between 6pm - 6am the next day.
