"a" is the problem.

"b" isn't an exact time, but rather two ranges (he used < and >, not =).

I suspect that we may have different interpretations of the question.  As
you, I read it as "how to make the Active Link run at specific times?",
which requires an Escalation (or something pretty unusual).

I'll bet others read it as "how do I control execute of the Active Link to
suppress it if not during the interesting periods?".  Even though an Active
Link's Execute On condition has been met, you still have further control
over whether or not it actually fires - including date/time sensitivity.

Yes, it would work if a) there is a corresponding trigger event and b)
the trigger event happens exactly at the time specified.

I would think either Active link or filter would work with this
qualification

($TIME$ < "6:00 AM" OR $TIME$ > "6:00 PM")
