I add them in the attachments form when adding a new template with out
any problems, so I don't have to worry if they have access to a server
location to load the pic.

Use an html email template (header and/or content), place the image on
a web server, and use the img tag to show the image inline.  There are
some lengthy discussions about this if you search the arslist; seems
like it was ~9 months back.
