It appears a password was placed on the Application Service. Once I removed it, the emails starting going.
I noticed in the API log that it is the Remedy Application Service that sends the emails. Is there a log for this service somewhere? It would have been a lot easier to see a bad-password error there, instead of fumbling about for a week. Thanks again for all the help! I would also recommend to keep polling interval at 10 minutes at least as we ran into some issues with less than 5 minute polling interval time.
