 We talking about SLM 7.x and the "zSLMGen..." prefixed filters on "HPD:Help
Desk" form that were created for Service Targets specifically?
If so, then the qualification should look for an existing record. If it
doesn't find one, then a new one is created.
That's what you *should* be seeing based upon all the installations I've
worked with.
After installing (with or without sample data), the "SLM:Measurment" form
should be empty. It is only used to hold measurement records once the
Service Targets are attached to and start measuring Incidents, Changes, CI
unavailability Records, etc...
Remember that installing the integrations alone isn't enough to start using
SLM with Incidents. You will need to create at least one Service Target for
use with the Incident Management Data Source. As a result of this, you'll
see a new "zSLMGen..." prefixed filter on the HelpDesk form with the ID of
the SVT in it's name. This Filter should create a new record in the
Measurement form if one doesn't exist already.

After using some of the default data sources that are attached to SLM, and
trying to use it for incident management, it does look like it looks for a
record matching a certain instance id before creating a incident related
record in this form. It doesn't find that record so it doesn't create
anything..
