This seems strange and might be a bug:

From the Email Engine docs:

   *Email Engine Priority* *MS Outlook Priority* 0 Normal 1 High importance
2 High importance 3 Normal (default) 4 Low importance ...  100 Low
importance

So 3 should resolve to the normal priority, High should equal 1 or 2.
Do emails with 'normal'  priority also come in as 3?
What patch are you running?
You might want to log an issue for BMC for this.
