I set the 'Generate Preview' fields in 'AP:Process Definition' to a value of "Real-time Only" for the 'Change Level' process.
I then submitted a change that required approval using the change level process and started the approvals. In the AP:PreviewInfo form, I can now query the process and request and retrieve a record set of the approvers. I'm not sure where the AP:PreviewSignatures comes in to play.
