I ran into a similar problem few days back and this post really helped
me :

It says "I put the ZIP in the same folder as Perl (C:\Perl).
Unpack its contents, two files, and the alter the .ppd file removing
the "x86/" reference.
>From a DOS prompt in the C:\perl folder type "ppm install
ars184_63.ppd"."
I used it to install ARSPerl for 6.3 server..]

happened to be using cygwin to access my unix servers so I already had
GCC. You can pull down gcc for windows from SourceForge

If you don't have some sort of compiler on your
windows box (like visual C, ...) you will have to pull down a copy of
nmake. A quick google found this site which talks about nmake http://johnbokma.com/perl/make-for-windows.html and
perl.
