You're pretty much right on. It's a matter of converting a bit of the format and mostly the terminology of the licenses to make them compatible with the ARS/ITSM 7 naming conventions and licensing model. The good news is that they give you the fully built license file that you just plug in - you don't have to enter each license manually.
