You could give our product a try.  It is called QuickStart Standard Edition
Datalink that we used to deploy ITSM 7.0 applications.  This tool supports
the data load for the basic ITSM 7.0 foundation forms including people
(CTM:People).  It takes the data in the form of csv files and import the
data into the ITSM foundation forms via the QuickStart staging forms.  It
may not have everything you need, but it provides a framework for you to
start with and add to.

We are having three different sources of data- LDAP, HRMS and Notes. I
am planning to extract data using SQL scripts and then merge them into
a single csv file.
We would be doing the load on daily basis.
i.e Update the information for the existing users if there is any
change
     Create new users
