Seriously, I try not to solve HR problems with software whenever I can avoid it - the problem will just manifest itself elsewhere. More seriously, I bet there's a flag on the report definition (that may only be visible from CR) that controls that, similar to the one that specifies whether the date range fields are to be displayed.
