In the future please include your ARS server version with your
question as this information can be a critical piece of information
for some issues.

However since you ask in reference to ITSM v7... I will guess at least v7.x.

Please refer to : Form-App-Objects-700.pdf Page 379. ( included in a
section titled: "Reserved fields in access control")

You will find a good description of the definition of the 'Group List'
field and its maximum length. ( The 'Group List'  field was documented
to be extensible in v5.1.2. Which is an old enough version that it is
not supported by BMC any longer. )
