I've had this problem in 6.3. I don't remember being able to fix it though.
You might try adding a page, saving, then removing the page. Also, you might try wiping out any cached views you have on your client, if you are only seeing it in the USER tool and not the ADMIN tool. I don't know if this would work or not, but it's worth a try.
