Have you tried manually deleting the tomcat cache? Move or delete the Catalina dir (fine it in \Tomcat 5.5\work\ dir). It will rebuild after restarting the tomcat service. Also watch the cpu usage after stopping the tomcat service. Wait till it drops before manually restarting the service.
