If you are familiar with SQL, log into the DB, and modify the entry for Demo in the user_cache table, and change the value of licenseType to 1.
update user_cache set licenseType = 1 where username = 'Demo' After that you should be able to log in as Demo in the User tool, open the User form, and modify the entry for Demo to change the license to Fixed.
