Michael, I was suspecting change in Java environment, either in the Path or Classpath, but seeing that restarting the email engine temporarily solves the problems would mean that the environment is not corrupt.
Maybe your email service is getting terminated possibly because of an incompatible version of Java? Have you checked that? At the time that no emails are being sent, do you have the email.pid file in the AREmail folder? Or does that file get killed? That would indicate if the service is dying shortly after restarting..
