They were queued up in the AR System Email Messages form but were not being 
sent.  None of the emails had any apparent errors.  The mailbox we use just had 
an email "stuck" in it, and once we manually sent it, all the queued emails (I 
think it was 400 or so) went out fine and we haven't run into any problems 
since.

We also occasionally run into problems when email rejects come into the inbox 
of that mailbox.  We have some rules set up to move them to different folders, 
but naturally they sometimes don't work.  I don't know that either of those 
will help you, but you might try checking that if you're still having problems.

Could you share with us emails were stuck where and were there any errors on
those emails? Did you correct the problem (illegal white space etc) through
AR System Email Messages form? Please share your resolution as we are facing
the same issue.
