Tomcat does not require the SDK, the JRE is sufficient (http://apache.dsmirror.nl/tomcat/tomcat-5/v5.5.25/RELEASE-NOTES). The BMC installer however does require a SDK present. Maybe that's a left-over from when they bundled ServletExec. You could also call it a bug in the installer if you like.
