All of the window sizes for the Admin tool are stored in the ar.ini file in a section called [Admin-WinPositions]. It sounds like your window size settings are messed up. You can remove the section and it will be recreated with the defaults the next time you open the Admin tool. You can save the size and position of the admin windows from the Window -> Save Window Position/Size menu. When you open up a form in the Admin tool it will always have scrollbars. The View Size you see in the status bar is determined by the size you make the window (That's why I always say NOT to run the Admin tool with all windows set as full screen).
