There are no dull questions, all of us were beginners once (except for a
few people on the list here who know who they are ;)

All of the window sizes for the Admin tool are stored in the ar.ini file
in a section called 
[Admin-WinPositions].   It sounds like your window size settings are
messed up.  You can remove the section and it will be recreated with the
defaults the next time you open the Admin tool.  You can save the size
and position of the admin windows from the Window -> Save Window
Position/Size menu.

When you open up a form in the Admin tool it will always have
scrollbars.  The View Size you see in the status bar is determined by
the size you make the window (That's why I always say NOT to run the
Admin tool with all windows set as full screen).

I'm just a beginner, so sorry for the dull questions. Starting with the
"Administrator" program:

- Sometime when I open a form, from clicking the application window, it
does not show. But scrollbars appear on the main Admin window, and the
new subwindow(MDI child) is far below the screen. ie the "MDI client
window" becomes much bigger than Frame window, for no good reason, with
the new child off-screen. Why, and how can I stop it?

- (related?) all child-windows for forms have scroll-bars, to move a
massive canvas (term?), even when there are no objects off the visible
area. Status bar says "View Size: [W]963 [H]517", which suggests to me
that it is changable, but I cannot find "view size" in master index or
CHM file.
(This isn't a real problem like the one above.)
