That would depend entirely on the system. I know of nothing in AR System that would inherently limit those things, the limits would more likely be a result of limitations in your DBMS, Server, or Network architecture. AR System scales very well - many Fortune 100 companies use it, as well as many agencies in our State and Federal Governments.
300k records a month is a lot, but I've seen Remedy systems that processed that many records, and IF it's configured and managed properly, you shouldn't have any major issues. Remedy has quite a bit of documentation on how to tune your AR System - it's recommended reading. You will need to keep your tables from getting too large, unless you have lots of DB headroom to index it extensively. I assume that you are creating a lot of tickets via some automated process, and there are ways to manage that to limit its effect on the performance of the rest of the system, too.
