Peter, That happens when there is a mismatch between the version of the AR System database and the actual installed AR System binaries version.. Did you by any chance restored the AR System database to an earlier version or a newer version without actually upgrading the server??
You will get that error if you have done either of those things as in the control records on the meta table there is a version number for each and every major version of the AR System and these should match the server code when starting up failing which that is the error code that the server returns and stops the system from starting up..
