In the Run If qualifications, case does matter, since string comparisons are 
being done. No DB search is done, so the DB case sensitivity does not matter.

In the Set Field/Push Field/Escalation qualification, the DB case sensitivity 
does matter, since a search to the database is done

In ARS workflow... I am fairly certain that CaSe sensitivity does
matter. (always)

If however you are talking about a Set Field/Push Field/Escalation Run
If Qualification(s) then the RDBMS case sensitivity would matter. (And
there might be other cases, but that is what I can think of right
now.)
