In User tool, Tools -> Options -> Behaviors, the user had "Limit Number of 
Items Returned" checked, and 0 as the number to return.  This is something of a 
contradiction.  When she unchecked it the problem went away, so far at least, 
and it's been a week.  I tried checking "Limit..." and leaving 0 as the number, 
and that didn't cause the problem on my computer, so that may have nothing to 
do with it.
