I thought there was  a special Mid-Tier file to do this kind of
"rebranding" for that Mid-Tier client?
<install>/WEB-INF/classes/imagereplacement.properties

True this would not fix the User tool. However, it would be nice if
BMC supported this kind of "solution" for the User Tool too. ( If
there is not an RFE for it... then it should be created.)
