The new 7.0 Tasks when tied to a Change ticket is much more strict than it was in ITSM 5.6. We ran into the same difficulties but the reason for this error is likely due to the fact that the task in question is sequenced after another task. The Task system seems to require that with multiple tasks associated to a Change, they may have different sequence numbers. The system will not let you move a task that is say Sequence 2 to Status "Assigned" until you have either cancelled or closed a task that is say Sequence 1. The error is confusing of course since it should say something like "This task (or group) must be activated after you have Closed or Cancelled all tasks with a higher sequence."
