The IIS server is using 443 already, for something else.  Changing the
https port to 7443 or 10443 (9443 is SSL for Kinetic webs) doesn't work
either.  There must be a new knob to turn on 5.5.26 in addition to this
code block in the config.xml, or it has a severe bug somewhere.  I have
no problem accessing http://arsweb7.ars.unt.edu:8443 but it _should_ be
a secure port.
