You'll have to do all of these three things:

1. Set up your database to handle unicode (or to use a code page that has
the éáê and other fancy characters you'll need)
2. Set up your AR Server to handle unicode (or ...)
3. Set up your Windows OS to use the code page that contains these
characters. On XP this is in Control Panel > Regional and Language Options >
Advanced > Language for Non-Unicode programs. If you set this to French your
user tool can handle the French character set. An alternative to 3. is to
use the mid-tier.
