Andy, That approach should work. (Technically) I however (IMO), believe it is a poor way to build things.
If you have to use Change Field actions to do this... Why not use hide/show actions with different fields? If you can choose not to use Change Field actions... Why not use different Display only input UI's for the users? My personal opinion is that separate input UI's will be more scalable, maintainable, and more easily customizable in the future.
