For web services, the following is true:

"Use of webservices requires that all ARS/Mid-tier/Admin Tool components
be at 7.0.1 patch 004 or above, or all be at 7.0.1 patch 003 or below."

This is documented in the 7.0.01 compatibility matrix and will probably
make its way into the 7.1.00 soon as well for clarity.  It's also in the
documentation update for 7.1.00 found here:

So in your scenario of MT 7.1 with AR System 6.03 - correct, web
services would not operate properly.

According to a rep at BMC, Web Services on MT 7.1 do NOT work against a
6.3 server. I have not had a chance to actually try thins.
