Just as a follow up, I did eventually get the admin tool 7.1.0p002 to work with jre1.5.0_14 by editing the registry to force it to use that version.

Every JRE version I've tried is showing 'Failed to initialize JRE and internal java module (ARERR 7017)' as soon as you try to load the web service url.. With earlier versions of the Admin tool, I could go into the registry and change the JRE BrowserJavaVersion and get it to work (I found 1.5.0_12 to be the best), but with the latest patch I cannot find any version that seems to work. AR Server, Mid Tier and Admin Tool are all at the same version 7.1.0 p002.
