I've actually decided to go with Rick's solution.  I tried it and it
works.  My highest order number for this form is a "4."  I don't have
any al guides on this form and it's only being used by about 40 people.

After the call to the open window you can use a Goto Action and set the
execution order to 1000, which should be higher than any workflow that
will execute after it.
