The theory is correct. However, the practice might be that a Submit
actually also does a Modify.

You need to check the actual workflow to identify what is failing.
Also keep in mind that "Submitter mode Locked" is not the only
requirement. The fields may need to be "Open at Submit", or the user
may have to have explicit change authority to the field to be able to
supply a value at all for any field that they are setting, and at
least all Required fields.
