Chris, We had the same problem with the actions not getting imported (your #1 below). Based on BMC's Recommendation (Rahul Prashar was the BMC support person who helped me), they recommended we upgrade to Patch 1 to fix the issue, and it did fix the issue.
The other issue we ran into was specifying where the arimportcmd.exe (command line import tool) was. It kept erroring and not running. But if you go to SLM:ConfigPreferences you can provide the path for the command line import tool. Other than that, I've never tried to import Service Targets on top of ones that already exist.
