Not exactly that issue ... but I've been trying to use web services developed in a previous version of ARS (7.0.x) in a 7.1 server. Mid-Tier hangs and times out when trying to query these webservices.
BMC support told me the following: As of version 7.0.1 patch 4 there has been a drastic change in the functionality of Web Services at the code level for ARS. Web Services that worked with 6.3 and 7.0.1 patch 3 may not work correctly with ARS version 7.0.1 patch 4 and higher or version 7.1.0 (any patch level). I'd be interested in knowing if you find a SW defect or workaround.
