Rick, After I upgraded from 6.3 to 7.1, it was trying to use the wrong version of JRE when trying to consume a web service. I had to move version 15, C:\Program Files\Java\jre1.5.0_14\bin\client, to the beginning of the server's PATH environment variable to get web services to work.
