Unless they are in the People form with an email addresses, the messages may still generate but they will fail. Otherwise, the filter for this notification for incidents is: HPD:INC:NTCustConfirm_851_SetTag, so you could modify it by adding another set fields to clear the message tag based on whatever criteria specifies them as an external customer/requestor.
