There is a good chance for statistics to be locked if the database has been restored out of a dmp. From my experience when importing a database from a dmp, it imports the database with all its tables locked, so dbms statistics procs will fail over the tables owned by the ARADMIN schema.. It would be a good idea to analyze the tables to estimate statistics for all the ARADMIN owned tables and if this fails becauase the tables are locked, unlock them by unlocking the entire ARADMIN schema and then estimate the statistics.. Considering that nearly 70% to 80% or even more Active Links from most systems contain set field actions, this table is expected to be pretty large.. This table is already appropriately indexed for use by Remedy to avoid any table scans when the system is reading information from this table at the time of building its cache, and there is not much you can do about further improving performance as basically whenever there is a search to this table, the search is against a significantly larger table than most of your other data tables. This search however would happen only during system startup, when the system is reading all the definitions to build up its cache, and at the time there is a recache of definitions when there are changes in the active links. It shouldn't significantly impact end users non-development users. So even if there was a way to bring down your 4 seconds to something lower, you aren't really going to achieve much..
