Try it in the Messages form directly or in your Filter. Another option is to put something in the Organization field like a dash (I have heard of some email systems that do not like an empty header). In that case your Organization field would look like: "- Sensitivity: Company-Confidential"

I entered there: " Sensitivity: Company-Confidential" and then I've tried: "Sensitivity: Company-Confidential" The result is, that I get an e-mail with "Sensitivity: Company- Confidential" in the body of the message. "Sensitivity: Company-Confidential" stil doesn't appear in the header.
