To do tooltips on the web you may like to try creating an active link that
runs on window open with run if of $CLIENT-TYPE$ = 9 and does a run process
similar to this.
javascript: document.getElementById('arid536871024').title = 'Sample Text';
Note: I'm on 7.1 and older versions of the mid-tier may use slightly different
formats for the ID.
The text after arid is the field ID and I would recommend a data driven
approach for determining the actual text as well as the field ID. One
suggestion would be to create a view and (view form perhaps) against the AR
schema (join arschema to field) to retrieve the help text and use that to set
the title attribute.
