Isn't ARS taking only a single seat as it is a single Oracle database 
user (ARAdmin by default) that is used to connect to the database?

To the best of my understanding you will need to understand the number of 
'database users' you would need to connect to the database for various things 
like that single connect that the AR System uses, any other DBA users, 
reporting application users, and other applications that may need database 
users..

The 'Remedy Users' have to be licensed from the Remedy application angle and 
not really from the database which is a seperate issue altogether..

At least that is my understanding of database licensing although I must admit I 
am not the subject matter expert when it comes to database licensing as 
I haven't really kept myself updated with changes in the licensing policies of 
the various database vendors..

Someone please do correct me if I am wrong..

We are going to be combining two of the four Remedy systems we have into one. 
One of these systems supports approx 7k users on a SQL database. The other 
system supports approx 300 on an Oracle database.
 
The question becomes what it will cost to have all 7300 users on one database? 
I remember that a few years back Oracle changed their licensing policy and were 
trying to charge per seat. Can someone tell me if that change ever happened?
