That used to be the strategy that customers like Remedy's used to lower DB costs. However, the DB vendors have for some time included specific language in the contracts that define a user as anyone who USES the data in the database, which they interpret very broadly.
Obviously, there's no real way they can check, so you're kind of on your honor here. My advice is to carefully negotiate a reasonable number with your Oracle sales rep.
