Yes, you need to install AR System first. You have two options: 1) Spend a lot of time reading the installation and configuration documentation, familiarize yourself with the issues with it on this forum and the BMC KB, take the I&C class from BMC, and install it yourself. 2) Hire someone to come in, install and configure it for you, and show you how to take care of it yourself.
Based on your statements, you don't appear to have AR System experience, which would lead me to believe that the second option would result in far less pain for you, and a much faster implementation.
