If you retrieve a data via a web service, is the data retrieved from something in the mid-tier or something or via the libwebservice.so plugin? If it is via the plugin, I fail to see how a jvm setting is going to help. You might try setting the HTTP_PROXY and http_proxy environment variables before the arplugin process is started if the other suggestions do not resolve your issue.
